Budget-Preparation of. the process of preparing a states budget is same is like central. it is the difference only between the central budget is for whole country and the State budget is for whole State. It is usually start with a meeting of the all Ministers of the assembly to determine the over all financial goals for the State in the forthcoming years. The concerned finance Minister translates the Financial goals into the detailed breakdowns required for departmental Budgets.This preliminary budget is then sent to all Ministers who are asked to scrutinise it carefully and report any alternation etc., they wish to make.

The main motiv of the Government is General welfare or to promote sectors of the economy. inkeeping with the National policyofeconomic development. Quite often, they do not except direct revenue. Even when they run public projects of a no-profit no-loss basis.
